Gujarat: Business and trade, creativity as near to Ocean, People looks simple and younger than their age when you talk with them.

Mercury denotes Gujrat as Mercury is the real traders sign and need intelligence to do trading and Mercury is the prince which denotes hobbies and creativity.

Bihar : Hard work and not smart working, very good in Maths, deep rooted people, very political as per history and now, mainly dependent on land and farming, backward as compared to development in other states.

As per me Saturn denotes Bihar
Saturn make everyone hard working, Saturn is always last in the solar system and Saturn always stay in background, Saturn go and grow slow and Saturn is our basic like food, house and cloth which may not be very attractive and Bihar is dependent on basic like agriculture and land.
Saturn makes good IAS as it need a lot of systematic planning and hard work and time to become an IAS and Bihar is famous for IAS.
