Can Cancer ascendant and Capricorn ascendant people learn astrology as their 5th house and 10th house is naturally connected ?
Any asc. can learn astrology: Provided 5th lord and 8th lord connects strongly, 2nd house Rahu or the lord is strongly posited in the 10th house, connection with the 9th and 12th lords, Sun Rahu combination, strong scorpio and aquarius, Saturn Venus combination etc…If anyone is research based astrologer then scorpio or 8th house should be extremely strong, if anyone wants to teach astrology then sagittarius and 9th house should be strongly placed. Many more combinations also can be seen prom jaimini point of view.

Every ascendant can learn astrology. It is 5-8 house connection which is learning occult/astrology.
