if it is in fixed sign like scorpio, then foreign travel would be restricted?
generally rahu does not perform well in Scorpio sign.for foreign travel see if there is any malefic in 4th or if its related to 12th house or if 12th lord related to 9th or ascendant etc…
in my case 4th has venus which is a malefic because lagna is Sagittarius…
12th lord is mars sitting in 8th and dispositir for sun also (sun in Aries), sun is 9th lord…

saturn aspect may increase these things in -ve way..
For jupiter if it is beneficial according to ascendant and if in good houses will expand significations in +ve way..
