I am libra ascendant capricorn in fourth house venus and mercury in capricorn ,
My major doubt is whether saturn gives the results of the capricorn planets or moonย gives the results since moon is the natural 4th lord of kaalpurush kundali

Your answer is actually in the question itself – Saturn will give results of Capricorn and Moon will give results of 4H.
Rashi results will come when Capricorn becomes active, hence Saturn will be more important.
House results will come when 4H becomes active, hence Moon will be more important.
You have to blend them as both results will come at their respective time periods. One cannot be left out by choosing the other.
Also the results of houses are more permanent than the results of rashis.
